Revert "video: ipu_disp: Fix clock polarity logic"

This reverts commit 2740e5de4f3cd0aa36efcfe1a995fb6e3858cc97.

The patch made the U-Boot driver behave different from the Linux
driver, so that for U-Boot and Linux different settings in the DTB
would be required!
